Yes, it can, but bungee cords are not included with our Trunk Organizer.

Q: Disappointed it didn't come w/ matching male/female buckles and straps to tie it down. What is size of the buckle now that I have to go try to find?

I do not know the answer to the question. We don't tie our Yogi organizer down.
