Low quality solder, doesn’t flow like 60/40 should.
I suppose you get what you pay for. This is solder, but it flows nothing like the other 60/40 solders that I have used in the past. It clumps, sticks, and crusts in all the ways you don’t want it to.It’s not the absolute worst I’ve used, but I wouldn’t buy it again.
